Angel Fuentes was the boss of the Morales Cartel.
Angel Fuentes, was a brutal dwarf ran the cartel. He was sympathetic to Bolivia's communist regime and had established an extremely close relationship with the government, literally a partnership. In which the Bolivian dictatorship provided him with technologies for his drug labs in Paraguay. Meanwhile the cartel funded and armed left-wing insurgents in Peru fighting against the Japanese.[1]
Angel Fuentes was one of those attending the Ghost Council summit in Los Angeles at Baltimore Towers in 2071. He was one of those assassinated by the Aztech strike team in the massacre.[2]
