Metahuman Syndicates

List of criminal syndicates or networks that are either completely metahuman or consist mostly of metahumans, both in numbers and in positions of power & leadership. Some of them are gangs or rings that have made the transition to being organized crime, though most of them remain local (district or city). Most of them are third-tier mafias.
