An amusement park in Seattle Center.  It was built by the city in conjunction with the Disney Corporation.  It features, among other attractions, a 400 square meter ballroom and a range of "exciting rides and attractions, including some new augmented reality installations."

The listed address is near Centennial Park in Seattle in the Lower Queen Anne neighborhood. The park would most likely be built on top of the extensive rail-yard running North West and South East along the waterfront. 

If the massive underground infrastructure of the current day Disneyland and Disney World parks is any indication, then there is a significant "underside" to the park in the area, most likely including the rail yard in its tunnel system.
