The listed address is near Centennial Park in Seattle in the Lower Queen Anne neighborhood. The park would most likely be built on top of the extensive rail-yard running North West and South East along the waterfront.
If the massive underground infrastructure of the current day Disneyland and Disney World parks is any indication, then there is a significant "underside" to the park in the area, most likely including the rail yard in its tunnel system.
