Keiji Saito

General Keiji Saito is the dictator of the California Protectorate. Originally Colonel Saito of the Japanese Imperial Marines, Saito refused the Diet's withdrawal order for the Japanese Imperial forces in November of 2061, staging a military coup in San Francisco backed by loyal troops and Japanese megacorps. Saito's troops quickly moved into the Central Valley, seizing Sacramento and key sites, claiming a broad area of the California Free State centered around San Francisco. He claimed the title of "General" after the coup and proceeded to rule the California Protectorate with an iron fist. He was rumored to have backing of Humanis Policlub, Human Nation and other anti-metahuman groups, and continued to enforce the old Japanese anti-metahuman laws. He was removed from power eight years later, in 2069.
