The Tolo Vory is the Russian syndicate in Hong Kong.
The Tolo Vory is based in the Evo Novatech naval area. It provides the expatriate community with its illicit needs (prostitution, BTL chips, and pornographic sim studios). Within the Vory, it has corporate military officers from Evo.[1] Its leader runs the Marine Authority for Evo resulting in the development of ties between the two.[2]
