The White Tigers is a Triad based in mainland China.
The White Tigers are a crime syndicate which is heavily into the opiate trade. It participated in a massive smuggling network run by three cooperating Triad. In China, the White Tigers were in charge of cultivating the local warlords that harvested opium. They sent the processed drugs to the Golden Flames triad in San Francisco for distribution. Who would send back to China, weapons for the warlords. Acting as the middlemen in this operation was the Yellow Lotus.
